Working with Funders

Goal for 2011

• Funders are using appropriate selection processes and support mechanisms to ensure the best possible use of investment in ICT when awarding funding

Key tasks now

• Identify key funders in the region and networks that help access them collectively

• Review current policies regarding investment in ICT as part of grant-making processes

• Identify ways of helping to ensure the best possible use of funds invested in ICT eg ICT Health Checks

What is the problem?

VCOs face many barriers in making effective use of computers, such as lack of technical expertise, the need for realistic planning and better training. More often than not, however, they will cite lack of funding as the key problem.

Often the problems start with a funding application. how many times does the budget go into great depth about what is being asked for, but IT is given one line and a nice round figure.

For some time a new computer was £1,000, but prices have dropped and these days the going rate could be as low as £500. These figures are rarely based on an analysis of exactly what is needed and can leave the recipient with no funding for running costs such as maintenance, software updates, broadband connections or training.

Conversely the average fundraiser may be very wary of preparing a more thorough IT plan if they think it will increase the amount being requested. Funders often see IT as a capital expense and some are reluctant to meet requests for revenue funding relating to IT.

Whilst inadequate funding for IT can hit any sized organisation there is also a case for saying that funders may be wasting large sums of money currently being spent on IT. As well as single laptops and PCs the same problem exists with websites, databases and larger networks. They are often specified on the basis of a best guess rather than realistic research.

Many investments in website and database projects also flounder when the first flush of money is spent but there is no more money for years two and three, when improvements, updates and changes will inevtitably be required.

Working with funders

This strand of activity will focus on work with funders to see how best to help them promote best practise in funding of IT. This may include agreeing guidance to be sent to all applicants, or promoting the use of ICT health Checks and other support when applications are received that rely on an element of ICT.

The funders may be the larger ones such as the Lottery, but can also include significant local trusts and community foundations in the region.
